Description

The NISC IV program at Leidos is seeking a Spectrum Engineer to join our dynamic team. The successful candidate will be responsible for processing and coordinating Unmanned Aerial Systems (UAS) frequency assignments. This position will also support the analysis and review of domestic and international regulatory spectrum policies in coordination with U.S. agencies. The engineer will work closely with regulatory bodies, engineering teams, and project managers to support spectrum-related initiatives across various projects.

Primary Responsibilities:

  • Familiarity with frequency assignment principles, RF propagation, and interference mitigation.
  • Ability to support coordination of radio frequencies across diverse systems, including both voice and data communications.
  • Familiarity with evaluating UAS frequency assignment requests and understanding how emerging UAS operations may impact frequency management.
  • Ability to conduct compatibility assessments and assist with coordination between internal teams and external stakeholder.
  • ​Understanding of how domestic and international regulatory bodies influence spectrum policy, and ability to support U.S. agency participation in those forums (e.g., NTIA, ICAO, ITU).
  • Experience supporting technical studies, white papers, or documentation related to national and international spectrum issues.
  • Able to synthesize technical analyses into content that supports regulatory or planning decisions.
  • Comfortable contributing to coordination documents and briefing materials.
  • Capable of working collaboratively across teams to support system certification and policy efforts.
  • Experience supporting interagency technical coordination or preparing material for committee participation.
  • Exposure to RF propagation tools or geographic/spatial analysis tools used in spectrum planning.
  • Ability to interpret spectrum assignment data and track coordination activities.
  • Strong problem-solving skills with the ability to work independently and within a team environment.
  • Strong ability to interpret technical data and prepare documentation such as coordination summaries, engineering notes, and standard operating procedures.
  • Capable of identifying potential conflicts in frequency usage and proposing solutions based on engineering judgment
  • Comfortable participating in technical discussions and communicating findings clearly to both technical and non-technical audiences.
  • Skilled at working with internal stakeholders and external agencies to coordinate spectrum usage and resolve technical issues.
  • Excellent communication skills, both written and verbal.

Basic Qualifications:

  • Bachelor’s degree in electrical engineering, Telecommunications, or a related technical field, with a minimum of four years of relevant experience. Additional years of experience may be considered in lieu of a degree.
  • At least 3 years of experience in spectrum engineering, with some exposure to UAS (Unmanned Aircraft Systems) coordination or international/domestic spectrum planning.

Preferred Qualifications:

  • Experience and depth of knowledge in evaluating UAS frequency assignment requests and understanding how emerging UAS operations may impact frequency management.
  • Experience of how domestic and international regulatory bodies influence spectrum policy, and ability to support U.S. agency participation in those forums.

Pay Range: Pay Range $85,150.00 - $153,925.00
